Default how's the decompression cable work?

As I am going thru things, i find a cable tucked up under the air box. I found out what it is and where it goes, just not sue of the mechanics of it, i think i am missing a bracket up by the head. I can probably make the bracket, just not sure how to set the adjustments. Any advise is appreciated.

350 trx 4x4, it was disconnected and looks like the cable is good, but tight tolerance with not alot of slack. It has elec. start and seems to start fine just wanted to make sure it wasnt going to cause a problem if its not connected.

It won't cause a problem by not being connected. That just makes it easier to kick start.
