Arrow 84 trx Carb question

When I turned off my 84 TRX 200 the fuel kept spewing out the overflow so I figured the float was stuck. Got the bowl off and there was a plastic fluted-shaped piece laying in the botoom of the bowl. I dont remember seeing this on my other one (i have three 84's) so I left it off, cleaned the floats and put it back together. It looks like the plastic piece just sticks on so it would undoubtedly would fall off again on my terrain.
I turned on the fuel line and no more drips.

After putting the throttle cable back in, I now notice the throttle lever is practically half way depressed. Of course I didnt notice this until I started it...
I removed the throttle cable from the carb and I dont see anything out of place (although I am a newbie).

What am I missing that's allowing the throttle to be depressed?

Ahh, thanks for the tip! I will check it out this evening and hopefully we can have 2 atv's running for the weekend.
