Default 04 honda foreman 450 s

I have a honda 450 foreman s and it wont run now and I thought the floats was stuck and took it apart and noticed the needle valve is not raising when giving it gas could this be whats wrong with it.

The slide is raised by engine vacuum. You need to study the section about the carb in the service manual.
