It means there is something wrong with it and the seller dosen't know what it is, but rather than have it taken care of he's decided to sell it, or he knows what it is and he's opted to sell it rather than fix it.
What makes the seller think the valves need adjusted? Noise? Overhead cam engines do not get loose valves; the valves normally tighten up (lose clearence) and get hard to start.
Clutch tapping? The clutch can make noise due to wear. If the clutch is making noise, it will change noise or get quiet when you operate the clutch in neutral.
The cam chain is responsible for most engine noise followed by piston slap.
If it starts well, runs good, doesn't jump out of gear under acceleration or deceleration, is acceptably intact and something you think you just have to have, then buy it. If you have any reservations, walk away and shop around. Chances are it will still be available if you don't find anything else.
