My buddy bought a 01 400ex, previous owner said it had a fresh top end and upon inspection I noticed it had bolts (grade 8.8 i would guess) holding the head instead of the stock studs. My question is will these bolts sufficient or will they cause issues later down the road. Thanks

Grade 8.8 in metric approximates a grade 5 in SAE.
As long as the correct length bolt and proper thread pitch was used, they will suffice. I would question the reasoning for replacing the studs with bolts. Try to get hold of the mechanic who "rebuilt" the top end and find out why it was done.
Other than that - run it!
