carb air cut-off valve (TRX 350)

Out of curiosity, what is the function of the air cut-off valve? Am trying to remove the needle holder from the vacuum piston with no luck, Any hints? With a phillips I can turn the holder but can't get it to budge.

The air cut off valve cuts air off when decelerating quickly, making the fuel mixture richer, to eliminate back firing.

I had the carburator apart to replace the choke cable and I believe I left an o-ring off of the air cut off which probably explains the backfiring. Thanks for your info.
