There are two float bowl vent nipples above and behind the choke lever (#42 in the pic) - if one of the hoses is missing or split, fuel may slosh out during normal operation. The vents may not be capped, but two separate hoses from the nipples to anywhere above the carb and zip tied to the frame is acceptable.
