I have found this piece of rubber in engines that I have rebuilt and it it not a part of the engine assembly - I have concluded that it is only found in engines that were previously worked on and the monkey working on it used RTV as a sealant. It may be a plug of RTV that was pressed into an oil passage and oil pressure flushed it from a gallery to the oil filter cavity. NOTE: the oil pump picks up oil from the crankcase sump and the oil tank feed - it it then pumped through a gallery in the clutch cover to the oil filter - from the filter cavity, the oil passes through the filter and then makes it's way to the crankshaft, camshaft and transmission before collecting in the sump and then the process is continuous.
