Can you safely put 25-11-12 tires on rims that fit 25-10-12? The variable number (11/10) is in regards to what measurement?

Yes you can - the first number is the diameter of the tire, in inches, as determined by the manufacturer - the second number is the width of the tire (inches) - the third number is the rim diameter in inches. You can play with the first two numbers a bit, but the third number stays the same unless you change wheel size.
