When everything is properly installed should the centrifugal clutch drum/housing spin freely clockwise when atv is in neutral?? Mine does before I tighten 27mm nut. Once I tighten nut down I can not spin freely. The centrifugal clutch turns with it. Tried the new one and old one. Same thing. All hardware installed. Washer marked outside correct.

Yes, it should - it is driven by the weighted clutch segments as engine speed increases, but in neutral when the speed increases it drives the manual clutch which in turn drives the transmission. If it turns with the crankshaft, then it will drive the transmission at all engine speeds.
